I think it means technological progress can be no longer predicted by humans and is totally out of control. Technology keeps advancing in several fields and people cannot predict what the next step of technological progress is going to be like, as if technological progress were in the hands of a pathological criminal. Also, since people cannot foresee each step of technological progress, they cannot figure out how they can stop it. Therefore, humans who themselves found technology, cannot control technology anymore. In addition, I think technology is more powerful than an axe in the hands of a pathological criminal because people can never stop technological progress while criminal might be caught someday in the future.
Your last point is the one that I find most powerful in this post, the idea that our creations, like Frankenstein's monster, start to take their own course irregardless of we the creators may do to try to control our creations.
